Directions:
Preheat oven to 400°F (200°C).
Boil the potatoes in salted water until tender (about 15-20 minutes). Drain and mash with butter and milk. Season with salt and pepper.
In a skillet, heat olive oil over medium heat. Add onion, garlic, and carrots, sautéing for 5 minutes.
Add the ground lamb and cook until browned. Stir in tomato paste, Worcestershire sauce, thyme, rosemary, salt, and pepper.
Add the broth and simmer for 10 minutes until the mixture thickens slightly. Stir in the peas.
Transfer the meat mixture to a baking dish. Spread the mashed potatoes evenly on top.
Bake for 20-25 minutes or until the top is golden brown.
