Directions:
- Heat oil in a large pot over medium heat. Brown the beef, then remove.
- In the same pot, sauté onion, carrots, celery, and garlic until soft.
- Stir in tomato paste and flour, cooking for 1-2 minutes.
- Add beef, Guinness, and beef broth. Bring to a boil, then reduce heat and simmer for 2 hours.
- For the dumplings, mix flour, butter, cheddar, and parsley. Add water until a soft dough forms.
- Drop spoonfuls of dough onto the stew. Cover and simmer for 15-20 minutes until dumplings are cooked through.
